A MODEL OF INDEPENDENT COMMUNITY TELEVISION IN SPAIN

Background

Tele k, local television Vallecas, born in 1992 as a communication support local development projects promoted by the Federation of Community Development Vallecas FEDEKAS. This is the first local television station that began broadcasting in the city of Madrid.

In response to these questions we set out to develop a community media project aimed at:

Tele K, through its daily intervention in local communication and participation in international networks and forums, we propose:

  • Communication as a fundamental human right.
  • Broadcasting as an inalienable exercise of freedom of expression.
  • The right antenna and communicate all social sectors.

Our little story

The funds needed to implement Tele K were obtained through a public subscription in aid through vouchers that participated neighbors, merchants associations and Vallecas. This was achieved by the amount needed to purchase a small 5 watt transmitter that barely cover a radius of 2 kilometers. Video equipment and facilities provided to us by friends and all those who initiated the project were staff and volunteers. Later it was the television producer CDA, which is the main shareholder FEDEKAS, and where all workers and older employees are partners. In this sense we can consider K as a project Tele social economy.

In our 10 year history we have maintained a formula characterized by local and cultural interest, self-produced, using multicast on different time slots, instead of the resource to fill the schedule with foreign programs to their own way of understanding communication . Indeed, the charm of Tele K lies in its fidelity to the original idea and its uniqueness in the Spanish television spectrum.

Our organization

The station is constituted as a space intervenes producer majority owned by FEDEKAS CDA, the owner of all equipment and facilities of the station, The School of Television Vallecas where annually are trained through vocational training courses, more 300 unemployed youth in different fields related to TV, internet and graphic design. In November 2001, under the Special Investment Plan Vallecas, agreed by the Community of Madrid and the Regional Federation of Neighborhood Associations, the School launched the Audiovisual Workshop Vallecas, which funds own regional administration and the European Social Fund. The school-workshop consists of 16 student-workers with the following access requirements: be unemployed, have less than 25 years and have not previously completed studies related to television. After the initial training phase, all participants will be recruited for one year. The goal is to get sufficient training for their full employability.

As our producer, CDA, already has extensive experience in the field of video production clips, interviews and documentaries. They have done work for musical artists such as Ismael Serrano, Switchfoot, Narco, Scoundrels, The Swing Mekánico, Sonotones ...... For unions CCOO and USO and the National Anti-Drug Plan. In addition, there have been over 100 programs Vallecas Activa, one of the few experiences of application of television to local development with the support of the European Union.
